Rosemary is the Executive Director of the Center for Healthy Relationships in Siloam Springs, AR. She loves people and is passionate about seeing each person become all they were created to be, living with purpose and joy, receiving and giving love.
Rosemary has received her Masters of Arts in Christian Counseling and her Doctorate of Ministry in Leadership. She is also the author of two books: A Woman and Her Relationships and A Woman and Her Workplace.
She has spent two decades helping people build healthy marriages and interpersonal relationships through pastoral, teaching and consultancy work with churches, colleges and universities, government agencies and nonprofit organizations. Her and her husband Norlee live in Siloam Springs, and love the outdoors - hiking cycling, kayaling, and hanging out on the patio with good friends and good food. She is also a lover of gardening, reading, cooking, hospitality and board games.

Becky Shaffer is the founder and director of Saving Grace NWA. She grew up in an abusive home and was taken from her mom at the young age of 12 and placed into the foster care system. From there Becky spent the next years in a children’s home but had to move out after graduating from high school. With no better idea of a place to go, she went to college. During college, Becky met her husband Kent. As a young couple, they became foster parents at an Oklahoma group home that took in troubled teenage girls. During their ministry, they began to see a pattern—the girls were not ready to face life on their own as adults.
Saving Grace, was a dream that God planted in Becky’s heart, and is now a nonprofit known across Northwest Arkansas. With the mission to be a Christ-centered home offering hope and transformation to young women lacking critical supports, they provide relationships, skills, and resources to empower generational change. Saving Grace is located in the old convent in downtown Rogers and can serve up to 12 girls at a time. They each have their own room, which has been beautifully decorated by different individuals and organizations from the community.

Lieutenant DeAndra Bartley began her law enforcement career in October 2005 as a Communications Specialist with the Siloam Springs Police Department. Demonstrating exceptional dedication, professionalism, and leadership potential, she quickly earned the respect of her peers and supervisors. Within a year, she was encouraged by several of
Lieutenant DeAndra Bartley began her law enforcement career in October 2005 as a Communications Specialist with the Siloam Springs Police Department. Demonstrating exceptional dedication, professionalism, and leadership potential, she quickly earned the respect of her peers and supervisors. Within a year, she was encouraged by several officers—including now Chief Scott Miller and Deputy Chief Derek Spicer—to consider becoming a police officer.
In 2007, Lieutenant Bartley was selected to attend the Northwest Arkansas Law Enforcement Training Academy, where she successfully earned her law enforcement certification. She served five years in the Patrol Division before being selected to transfer to the Criminal Investigation Division as a Detective. In this role, she conducted investigations into a wide range of criminal cases, including misdemeanor thefts, child abuse, sexual assaults, and deaths.
After two years in the Criminal Investigation Division, Lieutenant Bartley transitioned to the School Resource Division, where she served as a School Resource Officer (SRO) for approximately ten years. During this time, she worked with students from Pre-K through high school seniors, fostering positive relationships between law enforcement, students, and school staff.
Throughout her tenure in the School Resource Division, Lieutenant Bartley earned promotions to the ranks of Corporal and Sergeant. In April 2025, she was promoted to Lieutenant and assigned to the Special Operations Division. In her current role, Lieutenant Bartley oversees the School Resource Officer Division, Criminal Investigation Division, Communications Division, and Records Division. She also manages all department social media platforms, leads community relations efforts, and serves as the backup Public Information Officer (PIO).
Lieutenant Bartley is a certified Law Enforcement Instructor and Field Training Officer and holds a Senior Law Enforcement Certificate with the State of Arkansas. She is a graduate of Northwest Arkansas Community College, earning multiple academic honors in 2022, including an Associate of Applied Science in Criminal Justice (Magna Cum Laude), an Associate of Science in Liberal Arts & Sciences – Non-STEM (Magna Cum Laude), a Certificate of Proficiency in Criminal Justice (Cum Laude), and a Technical Certificate in Criminal Justice (Cum Laude).
To date, Lieutenant Bartley has completed more than 2,200 hours of law enforcement training covering a broad range of topics, including Solo Officer Rapid Response, the FBI-LEEDA Command Leadership Institute, Civilian Response to Active Shooter – Train the Trainer, and Crime Scene Investigation, among others.
Lieutenant Bartley was recently recognized for 20 years of dedicated service to the City of Siloam Springs.
